From June 01, Belorussia is introducing licensing for importing some types of pastry and pasta. The new development does not affect importers from the Customs Union member-states.

Among confectionary subjected to licensing are: chocolate, including white chocolate and products made of it, treacle made of starch, lollipops, waffles, dry cookies, sweet ginger cookies, dragee products, jelly and chewy products and other goods.

You can have a look at the list of items subjected to licensing from the Council of Ministers enactment No 469 dd May 16, 2014. For all these products, importers will have to issue one-time licenses from June 01, 2014. The measure adopted by the Republic of Belarus is a temporary one; the indicated enactment will be in effect till November 30, 2014.

Ministry of trade is entitled to issue licenses. Suppliers will have to agree their application for issuing the document with Minselkhoz (for pasta) and Belgospischprom (for confectionary). Procedure for issuing licenses corresponds to the one accepted in 2009 by the Agreement on licensing rules for goods in the international trade.

The RB Ministry of foreign affairs was already authorized to notify EEC about the approved enactment and bring forward a proposal about considering introduction of similar measures in other CU member-states.

Let us also remind you that since May 01, 2014 Belorussia introduced licensing for imported beer. The respective enactment will be in effect till October 31, 2014.
