The main technical regulation that controls environmental safety of vehicles’ emissions in the RF On requirements for emissions of harmful (polluted) substances by transportation equipment… was subjected to changes. The respective government resolution No 730 was approved on July 30, 2014 and came into effect.

The TR changes were initiated by Minpromtorg, their essence is as follows:

  • Prolongation of transition period for Euro-4 standard till December 31, 2015. Prior to approval of this change it was supposed that the next standard Euro-5 will come into effect on January 01, 2015
  • Approval of provision enabling to prolong usage of compliance documents issued for transportation equipment and engines according to terms and conditions of Euro-4 standard
  • Introduction of new terms into technical regulation: natural gas and diesel engine, special transportation equipment, dual fuel engine
  • Exemption of special transportation equipment equipped with bullet-proof all-welded frame used during law-enforcement measures from the list of objects under control
  • Changing ecoclassification of vehicles and internal combustion engines according to quantity of harmful substances contained in emissions
  • Approval of provision that allows carrying out certification of vehicles with spark-ignition engines according to UN Rules No 83.

Let us remind you that the TR On requirements to emissions… is effective only till the end of the year. Technical regulation cancellation is explained by the fact that starting from January 01, 2015 a new technical regulation that sets rules for safe production of wheeled vehicles comes into effect.
