Due to the introduction of new Technical Regulations of the CU it has been decided to amend and adapt Russian laws to these normative documents. The harmonization of the legislation with the requirements of the TR system of the CU will be carried out according to the Decree №54 submitted by Dmitry Medvedev to the State Duma on 21st January, 2015.

More on the Decree

The main propositions put forward in the Decree are:

  • Abrogate the Federal Law №178, in force since 27/10/2008, that provides for the Technical Regulations on the safety of fruit and vegetable juices in the Russian Federation;
  • Abrogate the Federal Law №90 of 24/06/2008 that provides for the Technical Regulations on oil and fat products in the Russian Federation.

The abrogation of the aforesaid Federal Laws is associated with the introduction of the Technical Regulations on oil and fat products and vegetable/fruit juices as well as the end of the official transition periods. According to the rules of the CU, product safety assessment can be carried out in compliance with solely the Technical Regulations of the CU if the product is already certified with a CU Technical Regulation. Therefore, after the introduction of the CU TR the national standards for goods no longer apply.

As for the quality assessment of goods in compliance with the CU Technical Regulations, it is carried out following strictly established procedures that include various types of inspections. The certification of oil and fat products and juices is mostly carried out in accordance with the requirements of the CU Technical Regulations “on Food Safety”. Furthermore, the declaration obtained for juices and oils may, in contrast to the national permits, be used in all the CU member states.
