Technical regulation for building materials is to be approved by the end of the year

EEC board announced the completion of development of technical regulation “On safety of buildings and constructions, building materials and articles”. It is planned that preparation of the document for approval will be completed by the end of 2014. The rest of the time will be devoted to discussion of the main propositions of technical regulation with concerned economic agents.

Public discussion that has already been carried out has shown that representatives of construction companies suppose that a technical regulation should set forth only general requirements to buildings and on their basis, a system of requirements to construction should be built.

For the time being, it is known that TR will contain the requirements to building maintenance, safety, energy efficiency, durability, checking compliance of construction materials, building projects, processes connected with their erection. The requirements were developed with international experience in mind.  Meanwhile a great number of matters will be solved using Russian legislation: carrying out control measures, earthquake sustainability, climate requirements.

Technical regulation for construction stipulates mandatory assessment of building projects, engineering surveys, construction processes, maintenance, designing and demolition of buildings. It will be carried out in a number of forms: technical control, declaration for materials used in construction, surveillance of materials that were put into circulation.
