Certification of goods in Russia is issued by several systems. This is due to the fact that different legislations are acting for different types of products: GOST state standards and technical regulations.

Verification of conformity with GOST R system

State standards – these regulations governing the manufacture, sale, storage, packaging, transportation, recycling of products. Under the state standards can get real estate, equipment and services.

GOST R system involves a mandatory and voluntary products certification or declaration. Product conformity with requirements of state standards is confirmed after its testing, analysis of production. Upon successful results of the verification are issued a certificate or declaration of conformity.

Documents, which are issued at the GOST R system, can operate for 3 years, 5 years or as many years as tested products will be in stock.

Certification system of the technical regulations of the Russian Federation and the technical regulations of the Customs Union

Abbreviation “TR RF” and “TR CU ” refers to “technical regulations of the Russian Federation” and “technical regulations of the Customs Union”. Standards differ in distribution area: the first acts within the Russian Federation, and the second – the Customs Union.

Technical regulations are standards that establish requirements for product safety to the order of its production. In the area of technical regulations are included all the processes associated with the release of the goods into circulation – packaging, storage, transportation, etc.

Certification system involves the same procedures as for the verification of compliance with GOST state standards: exploring regulatory and technical documentation of the enterprise, product testing, analysis of production, inspection control.

According to the results of verification in the system of TR CU certificates and declarations could be issued. They operate 3 or 5 years.

State registration

Certification of goods in Russia in some cases conduct the form of state registration. This procedure replaced the sanitary inspection, which was available until 2010 year.

The products, which are subject to state registration, are in the list approved by decision of the Commission of the Customs Union № 299 in May 2010. These are some types of food, drinking water, cosmetics, dangerous to human substances and materials, etc.

According to the results of state registration the certificate is issued.

Phytosanitary control of exports

This certification system includes testing of exported to Russia or the Customs Union products of plant origin. It is checked for harmful bacteria. Subject of phytosanitary control are nuts, fresh fruits, vegetables, cut flowers, wood, etc. List of products that must pass quarantine is approved by the Customs Committee of the Russian Federation, the Republic of Belarus, Kazakhstan.

According to the results of examination phytosanitary certificate is issued. It operates 14 or 15 days.
