State Registration certificate

State registration is the naming of one of the methods of quality control, safety of products, which are available on the market of Russia and the Customs Union. The certificate of state registration is issued for products, which are considered as potentially dangerous for consumers and the environment. In addition, a mandatory document is issued for products that are used often and therefore may harm consumers.

More information about the kinds of goods subject to state registration can be found in the CU Commission Decision, adopted in May 2010, under the № 299. The document lists such products, which are subject to state registration (the second section of the list approved by the Decision):

• potable water and beverages, including non-alcoholic and alcoholic beverages;
• supplements;
• baby and sports nutrition, products, recommended for women to use during pregnancy and breast-feeding;
• food for special purposes;
• products containing GMOs;
• flavours, food additives;
• cosmetics;
• household cleaning products;
• means for disinfection;
• chemical and biological means, carrying a potential threat to human health;
• equipment, devices and materials used in systems designed for water supply;
• 1st layer clothing for children;
• dishes for children;
• products for personal care or hygienic care of children.

Issues and registers the certificate of state registration is a prerogative of Rospotrebnadzor – Federal Service for Protection of Consumer Rights and Human Well-Being. The right to issue certificates also have the certification centres which accredited by the federal service.

How to provide a certificate of state registration

Issuance of certificate is only possible after the filing of the application in one of departments of Rospotrebnadzor or certification centre. Except the application there are registration, technical, regulatory documents of manufacturer and product samples for research to study the establishment of their health security.

Only accredited laboratories that have received permission to conduct such operations can explore the products. Research results are recorded in the minutes, which are transmitted to the certification centre and serve as the basic documents for decision-making about the possibility of state registration and admission to the market of Customs Union. After issuing the certificate sanitary condition of the company is checked at least once a year.

There is no expiration for the state registration certificate – it becomes irrelevant when the output ends.
