Phytosanitary certificate is evidence that the exported products of plant origin has passed quarantine and conform to sanitary requirements.

Exporters of plant products from Latvia to Russia and other countries of the Customs Union should be aware that if it is included in the list of regulated products, it is obliged to issue a certificate.

Initiate the issue of phytosanitary certificate is required to exporters of seedlings, timber, plant bulbs, nuts, fresh vegetables, fruits, seeds and other products that could theoretically contain pathogenic bacteria. It is important to note that the manufacturers/distributors of vegetable oils, fresh frozen berries and fruits, canned vegetables, fruits or plants cannot provide a certificate to the customs.

What is needed to obtain a phytosanitary certificate

The issue of certificates for export to countries of the Customs Union engaged on agencies implementing phytosanitary and veterinary supervision. You can also refer to the certification centre, which received the appropriate accreditation.

To obtain the certificate, you must submit an application, attach the necessary documents to it and provide products samples for research.

The application specifies the name of the exporter of products, the name of the customer, date of shipment and the route, which the products will follow.

Phytosanitary certificate issued to each individual vehicle carrying out a transportation of products. For example, if the delivery will be carried out in three lorries, then you will receive three certificates.

Certificate is valid only 15 days, and it is important to take into consideration when exporters are preparing products for shipment. After registration document must be registered in the central organ of phytosanitary and veterinary supervision of the country that receives the products.

List of documents required for issuing a phytosanitary certificate

Exporter of Latvia must submit:

• registration documents: a reference from the tax and the state registration body;

• copy of the contract for the supply of products of plant origin. It should specify the requirements regarding sanitary condition of the goods by host country;

• a certificate of disinfection of the products – only when it is available. These certificates are issued by those organizations, which treated the products with disinfectants.

You can issue the phytosanitary certificate within three days by contacting the certification centre “Rostest Latvia”. We work closely with authorities of veterinary and phytosanitary supervision of the Customs Union, so we can ensure the shortest possible time of registration of one of the most important export authorization documents.

Besides the primary certificate, the certification centre draws re-export certificate. This document is required in cases when the shipment was detained, and a certificate of phytosanitary condition of the products has been delayed.
