Three new technical regulations appeared in the Customs Union

On August 02, 2014 three new technical regulations came into effect in the Customs Union, namely 001/2011, 002/2011, 003/2011 according to Resolution No 710 dd July 15, 2011 by Customs Union Commission. About all of them in order.

TR On safety of railroad rolling stock (001/2011) covers rolling stock and its components. Both new stock and the one being modernized are implied here. Examples of objects under control can be refrigerated boxcar, air brakes, car wheel sets, bogie frames of carriages, brake lock-ups, automatic hand brakes.

TR 001/2011 prescribes two types of compliance assessment: certification (see appendices No 2 and 3) and declaration (see appendices No 4 and 5).

TR On safety of high-speed rail (002/2011) regulates circulation of high-speed trains, railway sensors, axis, rail braces, nuts, seats. Certification and declaration are the types of compliance check (appendices 3 and also 4, 5 respectively).

TR On safety of railroad infrastructure (003/2011) is dedicated to matters of railroad infrastructure safety, which includes LED colour light signals for railway level crossing, telemechanic equipment, rail spikes and screws, crushed stone for ballast, locking devices, SW for control centres etc. Before approval of TR On safety of buildings and constructions, building materials and articles, which is on the way compliance check of objects covered by TR 003/2011 in the Customs Union, will be carried out according to national legislation of the CU member-states. Upon coming into effect of the indicated TR infrastructure objects will be checked by means of certification or declaration according to appendices 3, 4.

Certificates and declarations issued according to other standards prior to August 02, 2014 can be used till their validity expires but not later than August 01, 2016. Temporary exceptions are compliance documents issued for railroad infrastructure objects.
